各大網(wǎng)站與美國反盜版立法之戰(zhàn) The Internet War of SOPA and PIPA
如果昨日有留意到維基百科網(wǎng)站出現(xiàn)黑色頁面,上面大大個寫著“試想一個沒有自由知識的世界”,其實就是為了抗議SOPA與PIPA的網(wǎng)絡(luò)安全法。雖然這是美國下的一個法令,但是我們都知道網(wǎng)絡(luò)龍頭大都在美國,所以可以影響全世界的網(wǎng)絡(luò)動態(tài)(舉個例,沒有能自由發(fā)表的Youtube,F(xiàn)acebook,Wikipedia…想到都可怕吧)
PIPA (Protect IP Act) 是參院法案為《保護版權(quán)法》,SOPA (Stop Online Piracy Act) 是眾院法案為《禁止網(wǎng)絡(luò)盜版法》。SOPA的目的是“通過打擊侵犯美國知識產(chǎn)權(quán)行為而推動市場繁榮、企業(yè)家精神和創(chuàng)新”,而PIPA的目的是“防止網(wǎng)上對經(jīng)濟創(chuàng)新和知識產(chǎn)權(quán)盜竊的威脅”。法案內(nèi)容則是讓美國司法部可以通過尋求法院傳票來關(guān)停有盜版內(nèi)容的網(wǎng)站、阻止相關(guān)的付款渠道。它激發(fā)的支持和反對,相當(dāng)黑白鮮明。
說白了,這兩個法令是為了讓傳統(tǒng)的商業(yè)與消費行業(yè)打擊山寨從而延長其壽命的保護傘;讓發(fā)展和創(chuàng)新互聯(lián)網(wǎng)行業(yè)和個人網(wǎng)站/用戶的暗殺者?,F(xiàn)在法案仍然處于沉浮,那我們就拭目以待這場革命性的網(wǎng)絡(luò)之戰(zhàn)吧…你站在哪呢?
If you have noticed that Wikipedia website yesterday, it is a black page with a big header written ”Imagine a world without free knowledge”, in fact it is to protest the SOPA and PIPA network security. Although this is a decree under the States, but we all know that most of the leading internet companies are in the States, so this act can affects the whole world network system (For example, imagine there’s no free post in Youtube, Facebook, Wikipedia… how terrible would it be)
PIPA (Protect IP Act) is the Senate bill, “the protection of copyright law”, SOPA (Stop Online Piracy Act) is the House bill, “internet piracy law”. SOPA purpose is “to act against violations of U.S. intellectual property rights to promote market prosperity, entrepreneurship and innovation”, whereas PIPA purpose is “to prevent online theft of intellectual property rights on innovation and economic threat”. Contents of the bill is to allow the U.S. Justice Department to shut down the site with pirated content and prevent the associated payment channels. Of course, there are support and against… which is quite obvious.
To make it simple, these two bills are meant to protect the traditional commercials and consumer industries to extend its life against the counterfeits; and it demolish the developing innovative Internet industry and personal sites. The war is still going on, we wait and see how this Internet Revolution will go…Pick your side.
